The police department's reputation is very bad in Pakistan. The major reason of its bad reputation is Police behaviour with people. Especially in Punjab police is enormously notorious, because of this dirty police (Gardi) system some innocent people also began to take offence.
Whether guilty or innocent, the police have the same method to treat.
I think the culture or system of police is as such that a fair or honest man cannot survive. But why we blame only Pakistan Police, it become the culture of Pakistan, that justice will be made with poor people but not with person having authority or reference.

The Additional Session Judge Rafaqat Ali granted him an interim bail as the ‘accused’ appeared in the local court with his grandfather.
According to the reports, the nine-month-old Moosa Khan was booked for his ‘involvement’ in an alleged assassination attempt on police. Muslim Town police accused the child of stoning their colleagues somewhere in the city.
Later, DIG Operations suspended ASI Kashif for registering case against the nine months old child.
Minister for Human Rights and Minorities Affairs Khalil Tahir Sindhu has also taken notice of the human right violation by the police.
